WASHINGTON (Reuters) - President George W. Bush and the U.S. Congress registered record-low approval ratings in a Reuters/Zogby poll released on Wednesday, and a new monthly index measuring the mood of Americans dipped slightly on deepening worries about the economy.

Only 29 percent of Americans gave Bush a positive grade for his job performance, below his worst Zogby poll mark of 30 percent in March. A paltry 11 percent rated Congress positively, beating the previous low of 14 percent in July.

Nearly 80 percent of those polled said Bush is not willing enough to change policies over the unpopular war that has taken a huge toll on his approval ratings, the Post reported.

The poll was conducted last week, after Senate Democrats failed to advance a plan that would force Bush to withdraw U.S. combat troops from Iraq by April 2008.

More than six in 10 Americans -- 62 percent -- said Congress should have the final say on when to pull out U.S. forces, compared with 31 percent who said the decision should rest with Bush, the poll showed.

The findings from an AP-Ipsos nationwide poll provide a snapshot of public sentiment in the days after the House and Senate triggered a series of veto threats from the president by passing separate bills that provide funds for the war, yet also call for the withdrawal of U.S. combat troops.

Overall approval for Congress is 40 percent. The survey shows Bush's approval ratings remain in the mid-30 percent range, that a striking 39 percent strongly disapproves his handling of foreign policy and the war on terror, and that the public has scant hopes that the president and Congress can work together to solve the country's problems.
