Iraqi forces take lead in only 8 percent of Baghdad

WASHINGTON (AFP) - Iraqi forces have taken the lead for security in only about eight percent of Baghdad's neighborhoods more than eight months after the start of the US troop surge, a senior US commander said Friday.

Major General Joseph Fil said violence has declined sharply in the city and more than half of its 474 neighborhoods, or "mahalas," are under the joint control of US and Iraqi forces, up from about 19 percent in June.

Ryan Crocker, the U.S. ambassador to Iraq, told the Senate Foreign Relations Committee last week that Baghdad residents could count on only "an hour or two a day" of electricity. That's down from an average of five to six hours a day earlier this year.

But that piece of data has not been sent to lawmakers for months because the State Department, which prepares a weekly "status report" for Congress on conditions in Iraq, stopped estimating in May how many hours of electricity Baghdad residents typically receive each day.

Instead, the department now reports on the electricity generated nationwide, a measurement that does not indicate how much power Iraqis in Baghdad or elsewhere actually receive.

"Obviously, the soldiers lack the necessary information about where to look and who to look for," said the government engineer, who declined to give his name in an interview during a sweep through his western Baghdad neighborhood last Monday. "There are too many houses and too many hide-outs."

But U.S. troops, Iraqi soldiers and officials, and Baghdad residents say the plan is hampered because security forces cannot identify, let alone apprehend, the elusive perpetrators of the violence. Shiite militiamen in the capital say they are keeping a low profile to wait out the security plan. U.S. commanders have noted increased insurgent violence in the Sunni-dominated belt around Baghdad and are concerned that fighters are shifting their focus outside the city.
